Assemblymember Erica Moskov (D–District 14) presented Assembly Bill 165, a committee bill from the Natural Resources Committee that would establish a sustained network to support and recognize school and teacher efforts in outdoor education across Nevada.
Moskov said the proposal came from an outdoor education advisory working group that gathered feedback from nearly 1,000 residents statewide. The working group recommended creating a network to expand outdoor education; the sponsor said the most‑voted recommendation from the group was the network concept. She said the bill's language was amended to add “to the extent practicable” for meeting requirements, which reduced the fiscal note from $34,506 across the biennium to $12,240 total ($6,120 per fiscal year) for travel and meeting expenses.
Denise Perronio, administrator for the Nevada Division of Outdoor Recreation, told the committee the division did not budget for this additional cost and would be coming to the Interim Finance Committee (IFC) to request the appropriation if the bill moves forward.
Christy Cabrera Georgeson, deputy director of the Nevada Conservation League, testified in strong support, citing physical and mental health benefits from more outdoor time for students. There was no opposition testimony at the hearing.
What’s next: The Division of Outdoor Recreation said it will pursue funding through IFC if the committee advances the bill; the hearing record notes a reduced fiscal note tied to meeting and travel expenses.
