Winnebago County approves $1.75 million federal aid agreement for east resurfacing project

The Winnebago County Board of Supervisors on an oral vote approved a federal-aid agreement with the Iowa Department of Transportation that will provide $1,750,000 toward an east-county resurfacing project (project number STPCO95885E95A42East).

Scott Meinders, engineer for Winnebago County Secondary Roads, told the board the project is “a ways out” but that the letting is tentatively scheduled for Nov. 16, 2027. He said the federal portion totals $1,750,000 and the full project budget is $2,200,000; the county plans to cover the remainder from its farm-to-market account.

The board approved the agreement by voice vote after a motion and second; the clerk recorded the motion as passed.

Meinders described the likely scope as hot-in-place recycling with an asphalt overlay and said the county will continue to evaluate the best pavement treatment as design and schedules firm up. He told supervisors that the county has been able to secure federal aid at an 80% participation level for this project and noted that federal-aid projects are more administratively intensive, so larger projects are preferred when using those funds.

Meinders and other road staff also gave a broader update on secondary-roads work, including scheduled milling and hot-in-place recycling on several county routes (listed in meeting discussion), progress on local contracts, and coordination with contractors whose schedules include nearby out-of-county work. He said weather remains the main outside factor that could shift the work schedule.

The board’s approval authorizes the county to sign the federal-aid agreement with the Iowa DOT and proceed with the project development process toward the scheduled letting.
