ST. PAUL — The Minnesota House of Representatives debated a late-night effort to suspend the rules and recall Senate File 856, a bipartisan plan to create a statewide Office of Inspector General (OIG), but the motion did not prevail.
Representative Anderson, P.E., who moved the suspension of the rules to bring Senate File 856 up for immediate consideration, framed the bill as an urgent, bipartisan response to widespread fraud in state programs and said the Senate had already passed the companion bill overwhelmingly. "We need to send the governor the bipartisan, bicameral OIG bill that passed overwhelmingly in the senate," Anderson said on the floor.
Supporters described the bill as an independent oversight office with authority to investigate recipients of public funds, refer matters for criminal or civil action, publish reports and, in some cases, seek orders to freeze funds they allege are tied to fraud.
