Northglenn council approves renewal of Adams County Community Transit intergovernmental agreement

Northglenn City Council unanimously approved Resolution CR 45 at its May 19 special meeting, renewing an intergovernmental agreement (IGA) among Adams County and nearby municipalities to continue the Adams County Community Transit Program, commonly known as A-Lift.
Amanda Peterson, director of Parks, Recreation and Culture, told council the program provides door-through-door service to individuals aged 65 and older and to residents with mobility impairments. "That door through door service really provides a higher level of service, allowing assistance all the way from putting a coat on inside an individual's home, getting into a vehicle, taking that vehicle to a doctor's appointment, being walked inside to the doctor's appointment, and checking in," Peterson said.
Peterson outlined three principal changes in the renewed agreement: the parties will sign a single, consistent agreement (rather than separate city-by-city agreements), the agreement term will be five years instead of annual renewals, and Adams County will coordinate with the Denver Regional Council of Governments (DRCOG) and the contracted provider.
Peterson said the provider currently operating the service, VIA, is engaged through coordination with DRCOG, and local-match funding will continue to support the service. The county has also implemented a voucher program for more urgent trips that do not require door-through-door assistance; staff said that earlier this month 11 Northglenn residents were moved from the A-Lift wait list into active service.
Council discussion touched on demand and wait-list management. Peterson said demand exceeds available service but the county and Transit Policy Council are using outreach and vouchers to reduce wait times.
The motion to approve CR 45 was moved and seconded on the consent calendar; the vote was recorded as unanimous. The council also approved the consent agenda unanimously earlier in the meeting.
The agreement continues a service funded in part by federal dollars administered through DRCOG; it does not change the local match requirement but aims to simplify administration and stabilize the term to five years.
