Pryor Creek’s Economic Development and Tourism Authority trustees approved a 12‑month memorandum of understanding with Land Hogs LLC and Hawkins Family Limited Partnership to govern use of the green space on Rose Street beginning June 1.
The MOU is essentially the same agreement used last year for a bluegrass festival but replaces references to “Bluegrass” and “festival” with the trade name “Pryor Creek events,” the trustees said. Under the MOU, any entity seeking to host an event on the green space must obtain EDTA approval and provide liability insurance to cover the property owners because the city does not hold title to the land.
Trustees noted the EDTA will maintain the grounds (mowing, brush pickup and basic leveling of low spots) as part of the arrangement; event hosts must provide the required insurance and secure EDTA approval for the scheduled event. The board discussed seeking a rider from the city’s insurer (OMAG/OMAG rider under discussion) to extend coverage recognizing the 12‑month lease term, but for now each event host must provide separate liability coverage.
The library asked to use the green space to kick off its summer reading program on June 5; the EDTA approved a one‑day use for that event. The board then approved a request to pay $325 for the liability insurance required under the MOU and noted the EDTA will seek reimbursement from the library or fundraise to cover that cost. “I have said that if the library was unable to secure those funds that I would help them myself raise the funds,” a trustee said.
Votes: The MOU with Land Hogs LLC and Hawkins Family Limited Partnership was approved (vote recorded: Miller: Yes; Anderson: Yes; Dirk: Yes; Sordahl/Sornal: Yes; Berger: Yes; Burger: Yes). The library’s one‑day use and the $325 insurance expenditure were both approved by roll call.
Trustees said they expect only modest upkeep costs for mowing and minor level work on the green space and that event hosts will need to meet insurance and indemnity requirements before events proceed.
