The Crest Hill City Council on Oct. 20 approved a package of water, public-works and planning contracts and pay requests discussed at recent workshops, including a $237,260 contract for security and improvements at the Crest Hill East Water Treatment Plant and the public-works facility.
City staff presented several related items. Council approved a resolution to accept proposals from Low Voltage Solutions Inc. for Crest Hill East Water Treatment Plant and public-works improvements in the amount of $237,260; a pay request (number 33) to Visserin Construction for $942,920.29 to be forwarded to the Illinois Environmental Protection Agency (IEPA) for approval and disbursement; M.E. Simpson contracts for water distribution leak detection ($21,165) and for large water meter testing ($36,435); and a construction agreement with Daum Mechanical Industries Inc. for chemical feed system upgrades at Wells 4, 8, 9, 11 and 12 for $599,866.
The city engineer and finance staff said many of the items were discussed at last week’s work session. The pay request to Visserin Construction will be sent to the IEPA for approval and disbursement, per the motion. City staff said 22% of treated water is currently lost and that leak detection and meter testing are intended to reduce that loss ahead of the planned transition to Lake Michigan water, where staff said the city’s target is about a 10% loss rate.
The council also approved planning technical assistance services delivered by the Chicago Metropolitan Agency for Planning (CMAP) with a city share of $3,000; staff said CMAP secured grant support for the larger project. Finally, the council approved a professional services agreement with Christopher B. Burke Engineering for 2026 roadway rehabilitation design services in the amount of $69,760.
Most of the items passed on recorded roll-call votes after brief presentation and questions. The pay-request motion explicitly included direction to forward the packet to the IEPA for payment authorization. Several council members asked about camera placement, equipment storage and using existing cameras to reduce project costs; staff said cameras in storage would be redeployed for the selected buildings where feasible.
