Parks board approves $18,669.09 change order for Next Level Trail after tree removals, soil fixes

The Board of Parks Commissioners approved a $18,669.09 change order for the Next Level Trail on May 21 after staff outlined reasons for the extra costs.
Danielle Crook, presenting the item, told the board the change order covers multiple construction adjustments identified during work, including additional tree removals, areas that required undercutting and placement of additional stone because of unsuitable soils, and electrical revisions to improve lighting along the trail. "We worked together collaboratively with the city arborist and the whole construction team... and really took a hard look at what could impact the health and safety of the trees, of the patrons of the trail," Crook said.
Crook provided specific line items as presented to the board: $11,368 for additional tree removal; $6,626.29 and $4,867.80 for two separate undercut-and-stone areas where unsuitable soils were found; and $4,193 for electrical revisions. Members questioned the arithmetic because those amounts did not sum to the stated total; Crook clarified the electrical figure is a deduct, which reconciles the change‑order amount as presented.
Crook said the work to address unsuitable soils was similar to issues encountered when the nearby Connector Road was constructed, and that the project overall remained under budget despite the change order.
A board member asked whether removed trees will be replaced. Crook said the department’s standard is a two-for-one replacement and confirmed replacements will occur. Another question asked about timing; Deputy Director Paul Bozeman said phase 1 of the project should reach substantial completion in July.
The board approved the change order by voice vote.
The change order covers site-management needs required to proceed safely and to ensure trail stability where subsurface conditions differed from construction documents.
