District 196 presents preliminary 2025–26 budget; general fund and ending balances highlighted

District 196 administration on June 9 presented the preliminary 2025–26 budget for a first reading and review; the presentation was given by Danny Duchene, who said the board will revisit the budget for a second reading and recommended approval on June 23.
Duchene described the preliminary budget as a high-level plan that relies on assumptions about enrollment, outstanding contract settlements, state legislative outcomes and current-year ending fund balances. The district expects to serve more than 29,000 students across 39 buildings in 2025–26, including the new Emerald Trail Elementary School, and has about 4,000 budgeted FTE districtwide.
Administration presented several line items and projections: general fund revenue figures were described in the presentation as approximately $528 million (about 75% of total revenues), and the presentation listed total budgeted expenditures across all funds at about $894 million with the general fund at about $533 million (rough preliminary figures stated by staff). Duchene emphasized that the figures are preliminary and will be updated for the final budget this fall when more variables are known.
Duchene also presented projected ending fund balances: a district-wide ending fund balance of $247 million, including approximately $103 million in the general fund, $12.8 million in special revenue funds (community education and food service) and a $42 million projected balance in the building construction fund. He noted fiscal year 2025–26 will be the first full year without federal COVID grant funding in the general fund.
Duchene said the district will publish the budget book on the district website after the June 23 second reading. Board members thanked finance staff for producing the budget book and noted its usefulness to the public.
