The Fort Myers City Council on June 16 approved multiple ordinances, resolutions and contracts across redevelopment, utilities, parks and housing. Council voted on community redevelopment designations, permission-to-advertise zoning changes, loan application authorizations for large water and wastewater projects, property acquisitions and several budget amendments.
Key items approved
- Cleveland Avenue CRA finding and plan extension: The council adopted Resolution 2025-67 (finding of necessity that Cleveland Avenue Community Redevelopment Area is slum and blighted under Chapter 163, Part III, Florida Statutes) and Resolution 2025-68 (10-year extension of the community redevelopment plan). Council discussion noted alignment between CRA plans and city code and the need to qualify incentives. Motion carried with no recorded opposition.
- Permission to advertise ordinance changes: Council authorized permission to advertise two land-development code changes (ordinance 4053 amending residential district standards; ordinance 4054 amending off-street parking minimums) and related public hearings.
- HUD consolidated plan public comment period: Council approved a 30-day public comment period and a public hearing to be held Aug. 4, 2025, for the five-year consolidated plan (FY2025–2029) and the FY2025 annual action plan with an anticipated funding amount of $738,136 related to Community Development Block Grant (CDBG) requirements.
- Parkland donation and property transactions: Council accepted a quick-claim deed donation from Arborwood Community Development Area District of two parcels totaling about 30.83 acres for park use and approved purchase and sale agreements for several infill and Monroe Street lots for affordable housing and other city purposes. Individual purchases and sales were approved by motions on the consent and public hearing agendas.
- Loan application authorizations for water/sewer projects: The council authorized applications to the Florida Department of Environmental Protection State Revolving Fund programs for: a $60 million Clean Water SRF loan (resolution 2025-73) to support surface water discharge elimination at the Central Advanced Wastewater Treatment Plant; a $48 million Drinking Water SRF loan (resolution 2025-74) for reverse osmosis plant expansion; and a $6 million Clean Water SRF loan (resolution 2025-75) with 100% principal forgiveness for septic-to-sewer projects. All motions passed with no recorded opposition.
- Budget amendments and grants: The council accepted a $94,000 grant from the Florida Department of Law Enforcement for online sting operations (resolution 2025-77) and approved multiple budget amendments recognizing opioid settlement funds of $127,004.96 to support training and equipment for first responders (resolution 2025-80). Several other budget amendments were approved for capital projects and property acquisitions, including a $9,030,000 amendment to acquire property detailed in the agenda (resolution 2025-79).
- CDBG subgrantee agreements and disaster recovery policies: Council approved subgrantee agreements and policies to administer Community Development Block Grant Disaster Recovery (CDBG-DR/CDBG-BR) funds, including agreements with Salvation Army and LARC Inc. for specified projects and adoption of CDBG-BR/MIT policies and procedures.
- Professional services and construction contract amendments: The council approved various contract amendments, including a design services increase for the Stars Complex expansion, program management and construction-authority delegations for Midtown Streetscape utility replacement, and amendments to repair contracts for the City of Palms parking garage.
