Commission approves Schoolhouse Overlook preliminary subdivision plan, conditions final plan on Schoolhouse Road dedication

The Sykesville Planning Commission on June 2 approved the preliminary subdivision plan for the Schoolhouse Overlook project, allowing the applicants to advance to the final-plan phase, and added a condition that the town assume responsibility for Schoolhouse Road prior to final plan approval.
Kevin, town planning staff, described the proposal as five new residential lots served by a common driveway from Schoolhouse Road, with each lot sized at a minimum of three acres to meet zoning requirements. He told commissioners the plan complies with setback requirements and had cleared county and other agency reviews to staff's satisfaction.
Kevin said the project had undergone an adequate public facilities review. He reminded the commission that when the project was previously before the commission in November 2022, county staff projected Sykesville Middle School would be inadequate for enrollment by 2027; since then, Kevin said, a major addition to Sykesville Middle School is already planned and expected to be complete by the 2028 school year, which staff believes will address projected enrollment.
Kevin also told the commission he had confirmed that county agencies had no outstanding objections to the use of private wells or emergency access via the proposed Houston common driveway. On the status of Schoolhouse Road, Kevin said, "We anticipate that that dedication [of Schoolhouse Road to the town] happening within the next month or two," but he added that the dedication had not yet been considered by town council.
During the motion to approve the preliminary plan, a commissioner proposed amending the approval to include a condition that the town assume responsibility for Schoolhouse Road. The commission approved the preliminary plan with that condition; the approval allows the applicant to proceed to the final-subdivision plan stage, subject to staff and county reviews and the noted condition.
The commission noted final-plan review will require additional staff and county agency review and that any final approvals will verify compliance with building permit standards and verified setbacks.
