Residents complain about neighbor's dogs, vegetation and property conditions; city says it will follow up

During the public‑comment period, residents Paula Collier and Vince Collier asked the council to address ongoing problems at a nearby property, including uncontrolled dogs that the speakers said repeatedly approached people, overgrown weeds, trash on a public easement and an unregistered vehicle.

Paula Collier said the animals startled family members and visitors and pleaded with the council to help: “I'm asking you guys, the city, to keep us safe, keep me and my family safe from a neighbor that we've asked constantly, and constantly, and constantly to help us.” Vince Collier said he has video evidence and described repeated unsuccessful requests for the neighbor to clean up the property.

A council member asked for the Colliers' address for the record; Paula Collier provided it as 1627 North 350 South West. The mayor (on the record) told the Colliers he would look into the matter and follow up personally. Later in the meeting the police chief said he had spoken with Mr. Collier, that the chief was aware of the situation and that it had been addressed “for the last 4, 5, 6 months,” and that the city hoped to reach a resolution.

The Colliers told the council they would prefer city action over filing a civil lawsuit and said they feared retaliation. They said they asked the neighbor to install a barrier and to clean up dog waste and that one dog (a larger brown dog) had not been present in about a month. Vince Collier also said the neighbor is a volunteer for the city's beautification efforts and expressed frustration that the property conditions were not consistent with that role;

No formal action or vote was taken during the public‑comment period. Council and staff members said they would review the complaint and contact the residents.
