WMSC reports progress on audits and closes five corrective action plans; 78 remain open

WMSC audits and corrective action plan oversight were a central part of the commission's June meeting, staff reported.
Mister O'Donnell, presenting the audits update, said the WMSC is completing its second triennial cycle and beginning the third. "There are several WMSC triennial audits at varying stages of completion. The control center and rail operations audit and the elevators and escalators program draft reports are currently in the review stage," O'Donnell said. He added that a draft of each report will go to MetroRail for a 30-day comment period, and that a communications systems audit exit conference was held on June 5 with MetroRail; MetroRail had until Friday, June 13, to provide additional information.
Corrective action plans (CAPs): O'Donnell said MetroRail currently has 78 open corrective action plans. WMSC staff track discrete actions and deliverables tied to each CAP and review submittals as they arrive. Since the last public meeting, MetroRail submitted 24 routine deliverables for WMSC review; examples O'Donnell cited included bridge load ratings submitted per CAP C072, a schedule for reassessing hot spots per CAP C0284, an updated roadway job safety briefing form per CAP C0281, and a new car-maintenance procedure per CAP C0270.
Five CAPs closed: O'Donnell reviewed five CAP closures the WMSC marked complete since the previous meeting: C0167, C0170, C0221, C0238 and C0250. He said these closures represented completed safety corrections such as reorganizing the Office of Emergency Preparedness and adding a fire-marshall-specific procedure (C0167), establishing a hazard identification and tracking process for fire and life safety (C0170), implementing an agencywide handheld-radio policy and removing analog radios (C0221), instituting a safety risk management procedure for structures (C0238), and creating cross-departmental safety coordination and safety risk advisor roles (C0250).
O'Donnell said the WMSC continues to monitor CAP effectiveness after closure and that further work remains, including completing three remaining CAPs tied to a 2024 emergency management and fire life-safety audit. "There is work to do to meet the WMSC and FTA RWP requirements, but we're optimistic that we will provide our approval in the coming months," a WMSC staff member noted when discussing the RWP package submissions from MetroRail.
Ending: Commissioners asked clarifying questions about hot-spot definitions and whether cross-departmental coordination had identified specific overlooked issues; O'Donnell said the process is producing better information flow but that he would follow up with specific examples.
