Planning board sets $19,500 escrow and schedules site walk for Elm Street subdivision pre-application

The North Berwick Planning Board on June 12 accepted a preliminary sketch from Chimburg Builders (Jimberg Development LLC) for a proposed single-family subdivision off Elm Street (Route 4) and set an escrow deposit of $19,500 to cover third-party review and town consultant costs. The board also scheduled a site walk and pre-application review for June 26 at 5:30 p.m.
Chimburg representatives presented a loop-road layout that would create 13 single-family lots served by individual wells and septic systems and town water. Company representatives said the design was an alternative to previously proposed townhouses and that they were not proposing a future connection to Whitetail Drive if the loop road is approved. Planning staff advised that a shoreland overlay (100-foot setback from wetlands) and frontage rules for cul-de-sac/loop lots will both apply and that test pits and septic fits will be required during the preliminary review phase.
The board asked the applicant to provide scaled contour maps, the homeowner-association and deed-restriction documents, a preliminary lot-by-lot plan showing septic test pits, and to correct a clerical note on the plan that referenced a community subsurface system (the applicant confirmed individual septic systems will be used). The board also advised the applicant to submit HOA documents to the town attorney for review during preliminary submission.
The escrow motion, made and seconded by board members, passed 5-0. The board instructed staff to coordinate a field visit and to review proposed curb/road alignment, drainage and lot frontages prior to the full preliminary subdivision application. The applicant agreed to provide the requested materials and to appear for the June 26 site walk and discussion.
