The Los Angeles City Council agreed to refer a request by the City Engineer to exempt three senior Bureau of Engineering positions from civil service protections back to the Personnel Committee so that employee groups could present input. The council did not finalize the exemption on the council floor.
City Engineer Bridal Troyen explained that under the charter he may have two exempt deputies and requested exemptions for a deputy city engineer, principal architect and an assistant retirement plan manager position to permit a broader national search for senior-level candidates. Troyen said he will continue to allow qualified internal candidates to apply but sought authority to broaden recruitment to increase diversity in senior management.
The executive director of a local employee association (EAA) told the council the union was not notified of the earlier personnel committee hearing and asked for a chance to present facts and concerns to the committee. Councilmember Janice Goldberg and others said the Personnel Committee should rehear the matter so staff and affected unions could provide input.
Council agreed to send the item back to committee and asked for the fastest possible return so that the Bureau of Engineering and employee representatives could be heard. No final exempt appointments or charter changes were approved at this meeting.
