The Planning and Zoning Commission approved a preliminary plat for a 7.67-acre tract in the Midkiff Industrial Center where the applicant, Covington Brothers Properties LLC, proposes a gas station at 3202 West I-20.
Planner Laurie Elliott presented the preliminary plat submitted by Maverick Engineering on behalf of the applicant. She said the property is zoned Regional Retail (RR), currently vacant, and that neighboring parcels are largely vacant or commercial. Elliott told the commission the property is designated in the city’s plan as a special study area, so “no policy is established for the location.” Staff recommended approval with the conditions presented in the staff report.
Commissioners did not press staff for additional conditions or analysis on traffic or environmental impacts during the discussion recorded in the transcript. Commissioner Cisnego moved to approve the preliminary plat and Commissioner Garza seconded; the transcript records the motion as passing 7-0.
The approval allows the applicant to proceed with platting and to address required engineering and site-permit steps. Any site-specific development approvals (building permits, site-plan review, TCEQ or TxDOT clearances if applicable) would occur in subsequent administrative reviews and were not decided by the commission at this meeting.
