Developers, city and foundation seek IST overlay for youth center at 300 Scotty’s Bus Lane

Jeremy Holder of Osherman Properties told the Planning Commission that the Osherman Family Foundation has partnered with the city to convert a county-owned surplus parcel at 300 Scotty’s Bus Lane into a youth center serving roughly ages 11–24. Holder said Frederick County transferred the site to the city and the foundation will lead fundraising and program management under a memorandum of understanding with the city.
Bruce Dean (McCurdy Greene) and other project team members explained they are seeking an IST (institutional) floating overlay atop the property’s existing general commercial base zone. Dean said the IST overlay is the city’s preference for city-owned sites used for public purposes because it creates an additional review layer for the Planning Commission and city council and aligns the property with adjacent institutional uses such as the Boys & Girls Club.
Dean and Holder described building access (primary youth entry from the parking lot on Scotty’s Bus Lane; staff and nonprofit provider access from Jefferson Street) and programming that will concentrate on evenings, weekends and after-school services to reduce the need for full-day conditioning of the building. The project team said they have submitted justification materials explaining compliance with the Land Management Code’s floating-zone standards and the City of Frederick comprehensive plan.
The presenters said they aimed to complete council review by early September to avoid the post-primary election blackout on rezoning decisions. Commissioner questions were limited; several commissioners thanked presenters for clarity and asked for supplemental materials. Commissioner Lewellen and others said they would like more information at the public hearing on coordination between the proposed youth center and the adjacent Boys & Girls Club.
Project materials were shared with the mayor and council before the Planning Commission package, the team said; presenters provided to commissioners that materials will be available on request. The Planning Commission had no formal vote at the workshop; staff said the project will return at a scheduled public hearing in July.
