Commission clears lot‑line cleanup for Northwest Triangle at 260 North Beaver, approves monuments modification

The New York City Planning Commission recommended approval of a final subdivision plan for 260 North Beaver Street that revises lot lines in the Northwest Triangle area and combines four parcels into three to facilitate future land‑development submissions.

Blandon Ace, executive director and secretary of the Redevelopment Authority of the City of York, described the item as a cleanup step: the proposal removes a paper road and reconfigures lots so a 4.22‑acre Lot 5 can be developed without a road bisecting it. Ace said the public‑utility and rail‑trail alignment required a 30‑foot easement that will follow the trail centerline as the trail shifts.

Staff and the applicant discussed a legacy med‑ed (utility) easement and a flood‑plain delineation shown on the plan; Ace said the team is researching whether a previously recorded met‑ed easement remains active. Commissioners also considered a requested modification to a code section that historically required concrete monuments on property corners; the commission approved allowing metal pins (mag nails) in this phase and recommended the zoning ordinance be updated following the comprehensive plan.

A motion recommending approval of the final subdivision plan was made subject to satisfaction of the items identified in the city review letter dated 04/30/2025. Commissioners also approved (unanimously) the modification to allow metal pins in lieu of concrete monuments. Recorded roll calls show Johnson, Velez, Burgos and Gaines voting aye for the motions.

The commission’s recommendation will be forwarded to city council; staff listed follow‑up items in a review letter that the applicant must satisfy as a condition of final recording.
