Councilmembers debated potential legal and settlement issues related to administrative claims against the agency and asked that those matters be handled, if necessary, in closed session. Several members also raised concerns about authorizing the CRA board chairperson to negotiate contracts; the chair’s role language was removed from the motion before final action.
The Chief Legislative Analyst and City Administrative Officer were asked to provide a written report with a consolidated set of suggestions and to return to council within the timeline specified. The council recorded the final vote on the amended report as 11 ayes; members stressed a need for committee and staff coordination on search criteria, labor-unit engagement and school-district land-use coordination.
