Griggs County awards Hannaford paving contract, approves bridge and seal-coating engineering contracts

The Hannaford project was publicly let June 3. County staff presented the engineer27s estimate at $2,500,000 and two bids: Border States at $1.957 million and Knife River at $2.075 million. County engineering staff said the apparent low bid was complete, the bid tabulation had no ranking concerns, and the North Dakota Department of Transportation (NDDOT) had concurred with the award. Commissioner Lauren made the motion to award to Border States; Josh seconded. The board voted aye (Rod, Josh, Lauren, Stephanie) on a roll-call vote.
County engineering staff told commissioners Border States will provide performance and payment bonds and that the board will sign the final contracts at the next meeting after staff confirms the bonds and required submittals.
On the Decker Bridge, the commission approved a state-format construction-engineering contract that county staff said is 100% state-funded and must be signed on behalf of the county so work can proceed under the state schedule. Commissioner Josh moved to approve the construction-engineering contract; commissioners voted aye on a roll call (Rod, Josh, Lauren, Stephanie). Staff said construction is not scheduled to begin until May of next year and that the contractor27s schedule requires completion by the October deadline in the state contract.
The board also approved the engineering contract for Griggs County Highway 19 seal-coat and patching (project SC2019058). County staff said the total construction contract figure in the packet is $49,004.61 and that federal funds will cover approximately 80.93% of the construction costs; the county share is about 19.07 (roughly $10,000). Commissioner Josh moved to accept the contract and commissioners voted aye (Rod, Josh, Lauren, Stephanie). Staff said construction payments will flow through the state and the county will be invoiced for its local share.
Why this matters: the Hannaford paving award and the engineering contracts put multi-jurisdictional, state- and federally funded road work into motion in Griggs County. County staff said the projects are scheduled under state timelines and will require the customary bonds, submittals and final contract signatures before construction begins.
