San Jose approves amended ground‑lease option for advanced water treatment pilot with Valley Water

San Jose — The City Council unanimously approved an amendment to an option agreement for the ground lease and property use agreement that will allow Valley Water to construct a pilot‑scale advanced water treatment facility on city‑owned property.
City staff said the action (consent item 2.26, taken separately from the consent calendar) reserves land for a small pilot production facility as part of a regional collaboration to expand purified water supplies. Jeff Provenzano, Director of the Environmental Services Department, told the council the item also will be considered by the Valley Water Board and by other jurisdictions; staff recommended a separate vote because the project requires a specific finding under the Surplus Land Act.
Councilmember Dave Cohen described the project as an important step for regional water resilience and said he supported setting aside land for a pilot that could lead to a larger operation if the pilot is successful. There was no public comment on the item. The motion to approve the option agreement passed unanimously.
