Trustees approved a professional-services agreement with Wall Engineering LLC for engineering work on the authority's automated meter-reading (AMI) replacement project and adopted Resolution SMA2025-01 authorizing the filing of an application with the Oklahoma Water Resources Board (OWRB) for financial assistance through the drinking-water State Revolving Fund (SRF).
Staff explained the engineering contract is required by OWRB as part of the application package. Bond counsel Chris Byram explained the OWRB drinking-water SRF has a loan-forgiveness component for the authority of up to $800,000; he said contracts with legal and financial advisers are contingent on the authority receiving funding. Byram said the engineering report must document the project and demonstrate whether environmental studies are required or that the project qualifies for a categorical exemption.
Trustees and councilmembers voted by roll call to approve the Wall Engineering agreement and to adopt Resolution SMA2025-01 authorizing the application and approving legal and financial-advisory agreements conditioned on obtaining OWRB funds. Staff said the engineering work will help the authority score higher in the application process and speed implementation; trustees authorized staff to proceed to submit the application.
Ending: Staff will complete the engineering report and submit the OWRB application; if funding is awarded and project work is certified complete by the engineer and accepted by OWRB, eligible loan portions may be forgiven per program rules.
