Local Liquor Control Commission approves Hangar 9 on-premises liquor license with riders, contingent on outstanding items

The Carbondale Local Liquor Control Commission voted unanimously Monday to grant an on-premises primary liquor license to Hangar 9 LLC, doing business as Hangar 9, at 511 South Illinois Avenue, with beer garden, amplified sound, live entertainment, package sales and 16-plus event riders, contingent on receipt of outstanding documentation.

The commission’s staff presentation said the location previously held the same license classification and riders except for package sales. Staff recommended approval and noted the application met licensing criteria and that the criminal-history check did not reveal disqualifying information. The approval is contingent on receipt of a prorated liquor license fee, an Illinois business authorization certificate, a Jackson County Health Department permit, a certificate of insurance and a valid lease or deed to the property.

Commissioner Kilman moved to approve the issuance with the listed riders contingent on receipt of all outstanding items. Commissioner Roberts seconded. A roll-call vote recorded “yes” from Commissioner Lowes, Commissioner Maxwell, Commissioner Roberts, Commissioner Stanfield, Commissioner Colombo, Commissioner Killman and Chairperson Harvey; the motion passed.

The on-premises primary classification permits the sale of alcohol for consumption on site with alcohol sales as the principal source of revenue, staff said. The commission noted the Carbondale Revised Code sets the minimum entry age at 18 unless modified by a license rider; the 16-plus rider allows minors 16 and older to be present at certain live performances under conditions specified in the code. Staff also referenced Illinois Public Act 103-0004, which extended cocktails-to-go provisions through Aug. 1, 2028, and said the proposed package-sales classification would apply to such sales and other non-single-serving package sales.

Commissioner Roberts said she was “very excited for the hanger to be coming back. This is a Carbondale institution, and I am absolutely thrilled to see it.”

Applicants introduced themselves at the podium. Andrew Perlmutter said, “I love Carbondale. And I'm super excited to come back and see what we can do to continue the great vibe that this town has had and hopefully will continue to have.” Scott Moeller said he was “just thrilled to be getting involved deeper in the community” and thanked the city for its cooperation.

Staff cautioned that failure to supply the listed outstanding items, or to adhere to any conditions the commission attaches, would be a violation of the Carbondale liquor code and could affect the license. The commission’s approval was recorded as contingent on those items being received.

The Local Liquor Control Commission adjourned following the vote.
