Christiansen cited Arizona procurement law language she read from the statute, saying sole-source procurement "shall be avoided except when no reasonable alternative sources exist." She specifically questioned listing Infinite Campus as sole source.
District staff and the procurement presenter, Missus Bergen, responded that auditors review the district's procurement and that, for certain services such as a comprehensive student information system, changing vendors would be disruptive and the auditors consider the listing allowable under established procurement rules. Bergen also explained that some sole-source designations are for services tied to specific jurisdictions or specialized providers.
The board approved the recommendation to authorize the sole-source vendors for 2025'26; the motion passed 3-1 (yes: President Greenberg, Mister Pantera, Miss Wani; no: Missus Christiansen; absent: Dr. Lim). The minutes record the vote as 3 to 1 with no abstentions.
During the discussion, Board members and staff clarified that sole-source procurement as used in district practice does not necessarily imply there are no other vendors in the market but can reflect other factors the auditors consider, such as the operational disruption and data-integration risks of replacing a student information system.
The board did not remove any items from the list at the meeting. The item will be reflected in the district's procurement files and the annual audit.
