Assembly Bill 610, authored by Assemblymember Joaquin Alvarez, passed the Assembly on May 20 with no recorded opposition. The bill would require local governments to disclose planned housing constraints in their housing elements and bar new restrictions for three years after state certification unless certain conditions are met.
Assemblymember Joaquin Alvarez told colleagues AB 610 focuses on regulatory certainty as one of the three barriers to housing supply — funding, regulation and certainty — and is intended to prevent jurisdictions from adding fees, density limits or procedural barriers after receiving state approval.
The Assembly voted Ayes 58, Noes 0. The author said staff will continue to work with local governments and affordable‑housing advocates to address concerns and that the measure is designed to protect the ability to implement certified housing plans.
