Assembly unanimously approves literacy bill to strengthen early reading instruction and teacher training

Speaker Robert Rivas said strong reading skills are “life changing” and described AB 1454 as “a bold and necessary step forward” to ensure all students learn to read and read well. Joint authors, including Assemblymember Rubio, described data showing low fourth‑grade reading proficiency in California and argued early reading proficiency is strongly linked to graduation outcomes and lifetime opportunity.
Supporters stressed collaboration with educators, literacy experts and civil rights advocates in drafting the bill. The measure passed 75–0 and will move to the Senate for further consideration.
