The Belmont Planning Commission on June 3 adopted a resolution finding the city's FY2025–26 Capital Improvement Program (CIP) consistent with the Belmont 2035 General Plan and the Belmont Village Specific Plan, and the commission agreed to include the San Juan Hills and Western Hills area plans in the resolution's list of applicable planning documents. The motion passed 6-0.
Carlos DiMello, Community Development Director, explained the CIP is a rolling five‑year program that lists planned construction projects and purchases to address city infrastructure needs; the FY2025–26 CIP contains 91 projects ranging from sewer and storm drain work to parks and technology upgrades. DiMello emphasized that commission consistency findings do not commit the City Council to implementing individual projects; each project typically requires separate environmental review, design and council approval before construction.
A commissioner asked why the San Juan Hills and Western Hills area plans were not originally listed; staff agreed to add both area plans to the resolution. Commissioners also discussed readability of the CIP document and requested a clearer executive summary and project‑level crosswalk showing project descriptions alongside fiscal year budgets.
After discussion, a commissioner moved to adopt a resolution finding the CIP consistent with the Belmont 2035 General Plan, the Belmont Village Specific Plan and adding the San Juan Hills and Western Hills area plans. The motion was seconded and passed on a roll‑call vote with Commissioners Adam Kavich, Majeski, Kramer, Twigg, Jadalla and Chair Kulich recorded as voting "Aye." DiMello said the item will go to the City Council as part of the budget adoption process.
