Board finds partial compliance on discipline monitoring; Hispanic students and multilingual learners flagged for disproportionality

The Adams 12 Five Star Schools Board of Education acknowledged a monitoring report on the treatment of students, families and community and found that while many policy standards were met, it must report partial compliance on discipline because data showed disproportional outcomes for certain student groups.

District staff told the board that discipline data for the 2024–25 school year revealed two groups that consistently appeared as disproportionately disciplined: Hispanic students and multilingual learners. The monitor reported that these groups showed disproportionate rates for out-of-school suspensions; expulsions this year also showed disproportionate representation for Black students in one measure, though earlier years varied.

Staff described several actions and context: - The district has created a multidisciplinary expulsion review team and reported a reduction in expulsions. - The district had six state or federal complaints filed in 2024–25, the same number as the prior year; the monitor reported those matters have been or are being resolved. - The number of internal policy 1550 complaints declined from 25 in the prior year to 13 in 2024–25, according to the presentation.

Board members asked about plans to use school-level data and targeted interventions rather than solely district-aggregate analyses; staff said they are examining school-level patterns to identify and address localized trends and are coordinating with equity and behavioral teams.

The board voted to acknowledge the monitoring report; the acknowledgment included a recorded unanimous vote.
