Palo Alto Creek Foundation proposes phased Meadow Hills golf redevelopment, seeks city partnership

Arana said the foundation has donated more than $10,000 in equipment and lighting to the driving range and is seeking a cooperative management arrangement with the city to improve the range, reopen pool and facilities and, in a later phase, explore reconstruction of a nine‑ or 18‑hole course built around sustainable landscaping and community access.
"This arrangement would be a win‑win for the city and for the community," Arana said, adding the foundation is pursuing grants and private donations and is in initial conversations to bring the First Tee youth program to Nogales.
Council members noted the city has budgeted capital work at Meadow Hills in the coming fiscal year and urged coordination between the foundation and city staff so projects are not duplicated. City Manager Joel Kramer said the foundation and city are in recent contact and asked the foundation to work closely with department staff on timing and cost responsibilities.
Ending: The council received the update; staff and the foundation agreed to coordinate on the city's pending Meadow Hills capital items and to return with a proposed memorandum of understanding or letter of intent if staff identifies how the foundation's plan would mesh with the city budget.
