Jeff, planning bureau staff, summarized the application and said the property is a 0.05-acre lot with a two-story, approximately 4,881-square-foot building constructed circa 1900. Staff described the building as in “a significant state of disrepair” and said it does not contribute to the neighborhood’s architectural character. Staff recommended approval with conditions that the applicant meet the criteria in section 7-309.2(q) of the zoning code, comply with signage regulations in chapter 7-3-25, not place products or freestanding signage on the sidewalk or in the yard in front of the building, and allow a comprehensive inspection by the Codes Bureau.
San Ali said he was assisting with the project and Hassan Ali said he would lead the project. They told commissioners they had sent letters to neighbors and reported generally positive reactions; staff noted a historic photo in Dauphin County tax parcel records that appears to show a past similar mercantile use with a sign reading “Manor Market and Grill.” Commissioners asked about neighborhood outreach and hours of operation; applicants said they anticipate morning-to-evening hours (roughly 7 a.m. to 10 p.m.).
A motion to approve the variance and special exception with the staff conditions was moved and seconded and carried by voice vote. The approval is conditioned on the Codes Bureau inspection and compliance with the cited zoning criteria and signage rules.
