Salinas staff to publish draft historic context statement this summer; permit system historic-flagging underway

At the June meeting, staff updated the Salinas Historic Resources Board on two related programs: an audit and flagging of historic resources in the city permits system and the preparation of a citywide historic context statement and updated survey.
Grant Leonard, planning manager, said staff and consultant teams are auditing permits and flagging historic properties both by parcel number (APN) and by address because the permitting system searches on both fields and a flag on one does not reliably show on the other. "One interesting development we identified is that the property has to be flagged twice in our system because the system is searchable both by your parcel number, your APN, but also your address," Leonard said. The work will continue and staff estimated completion "next month," according to Yesenia Sedavia, assistant planner, who is leading the flagging process.
Staff also reported that a public meeting held at the rotunda drew about 20 attendees who provided input on the survey and context statement, and that staff have digitized a handout and an eight‑to‑ten question survey for posting online. An administrative draft of the historic context statement has been received and staff said a public draft will be available this summer for review.
Board members asked whether district designations would follow from the context statement. Staff said the context statement is an overview of Salinas history and architectural periods to inform the subsequent property survey; actual district designations and individual property write‑ups are separate products in the consultant scope. Staff identified Page & Turnbull as the consultant team charged with the survey and context work.
No formal votes were taken. Staff said it will bring the draft context statement to the board during the public review period so members may comment.
