The DeSoto City Council met in a special session on Tuesday, June 3, and held a closed executive session to consult the city attorney about the status of a council candidate application under Texas Election Code §145.003 and Texas Government Code §551.071(a), Mayor Rachel Proctor said.
The executive session began at about 5:31 p.m., and the council returned to open session at 6:56 p.m., with Mayor Rachel Proctor saying, “There is no action as a result of our executive session.” The agenda indicated an item had been struck (item b) before discussion.
The item announced for closed session was described by city staff as “consultation with the city attorney regarding Texas Election Code section 145.003 regarding legal opinion on status of a council candidate application.” Mayor Pro Tem Leticia Hughes, Council members Perrette Parker, Nicole Raphael, Diana Marks and Crystal Chisholm were present for the meeting, according to roll call. The agenda showed that Item B was struck from the agenda and that Mayor Pro Tem Hughes and Council member Chisholm — according to the mayor’s remarks — requested the item be pulled.
After the executive session, Council member Crystal Chisholm asked for a point of privilege and described attending a Memorial Day event that she said had been canceled; she said she and veterans who attended recorded a short video and recommended better internal communication for future events. Chisholm said one veteran present was a Bronze Star recipient and another had served in Vietnam.
The council then approved a motion to adjourn. The motion was made by Council member Crystal Chisholm and seconded by Council member Nicole Raphael; the mayor called the motion unanimous. The meeting adjourned at 6:58 p.m.
No ordinances, resolutions or appointments were acted on in open session during this special meeting, and the council reported no formal action coming out of the executive session.
