Randolph County commissioners approve Seagrove loan, law-enforcement purchases and several contracts

Randolph County commissioners on their June agenda approved a series of operational motions including a $250,000 bridge loan to the Town of Seagrove, use of law-enforcement restricted funds to buy officer equipment and software, a contract to accept ABC law-enforcement revenue for the Ramsour area, and updates to two intergovernmental contracts and county advisory bylaws.

The board voted by voice on each item; commissioners recorded “aye” for the motions and none opposed. The actions included both one-time funding approvals and changes to existing contracts and advisory board rules.

Seagrove loan The board approved a $250,000 loan to the Town of Seagrove to complete construction work required to obtain a certificate of occupancy for the town’s cannery. Seagrove officials told the commissioners the town has spent more than $3 million on the building and needs the county loan to finish HVAC, painting and other large remaining items so it can host scheduled events in the fall. The motion authorized the county manager to sign the loan agreement.

Law-enforcement restricted funds The board approved using $116,409.18 in law-enforcement restricted funds (asset-forfeiture funds) for two purchases: 25 BolaWrap 150 restraint devices and associated cartridges/holsters/training (listed cost $54,039.39) and a five-year license/training package for iPro/BlueTeam professional-standards and use-of-force reporting software (listed cost $62,369.79). County staff said the purchase would initially distribute devices strategically across divisions and later consider wider deployment.

Ramsour ABC contract The commissioners approved a request from the Ramsour ABC Board to route its statutory 5% law-enforcement allocation to the county sheriff’s office under an agreement to be executed by the county manager. County staff said the payments are routine distributions required by state statute when ABC boards choose a law‑enforcement recipient.

Fire department contract update The board approved an updated contract reflecting the merger of the Climax Fire Department and the Pleasant Garden Fire Department into the surviving entity doing business as Central Piedmont Fire Department. County staff said the contract changes were limited to the entity name and an expiration date aligned with other fire-protection contracts.

Animal services advisory bylaws The board approved revised bylaws for the Animal Services Advisory Board. Commissioners amended the draft to add mandatory public-health representation (ex officio) so the advisory board has a clear channel to public-health expertise on zoonotic-disease and rabies matters, and adjusted membership/quorum language to reflect current operating needs.

Board process and votes Most votes were taken by voice rather than roll call. Meeting minutes and the finalized contract documents will be filed in the county clerk’s office and posted with the county’s agenda materials.
