The Roseville City Council on May 21 adopted the City’s 2025–29 Community Development Block Grant (CDBG) consolidated plan, approved the 2025 annual action plan and authorized staff to submit required documents and certifications to HUD.
Christine Veil (housing analyst) summarized the outreach and planning process: a community needs survey in fall 2024 (429 responses), two community workshops in November 2024, consultations with service providers and a public comment period April 5–May 6, 2025. HUD awarded Roseville $701,373 for the 2025 CDBG program year; staff said roughly $392,000 in prior-year carryover and an expected $50,000 in program income are also available.
Staff recommended public-service grants (subject to the 15% cap), $16,000 for fair housing services with Project Sentinel, $700,000 proposed to support affordable rental and transitional housing development (funds to be used for site acquisition to benefit low-income households), and $198,983 proposed for the city's owner-occupied housing rehabilitation program. Staff said these allocations respond to repeated community priorities: affordable housing and services for persons experiencing or at risk of homelessness.
Mayor Bernasconi recused herself from the Stand Up Placer funding item because of a personal/client relationship; the council handled that recusal on the record. The council voted to adopt the consolidated plan and annual action plan and to authorize submission to HUD. Staff will post documents for public review and proceed with the Notice of Funding Availability when HUD approval is finalized.
