Susanna Crowell, housing analyst, presented the HPRR recommendations and said the program — established in 2017 with initial support from Sutter Health — uses housing-successor low- and moderate-income housing asset funds and a state permanent-local-housing-allocation award to support homelessness prevention and rapid rehousing. Crowell said the city received eight applications and prioritized measurable outcomes; the funding pool for the year is less than $600,000, making award decisions “particularly challenging.”
Staff recommended awarding a combined $375,000 to AMI Housing, St. Vincent de Paul, and Kids First (listed together in staff materials), $25,000 to Latino Leadership Council, $125,000 to The Gathering Inn, and $20,000 to the Salvation Army. Supporters from The Gathering Inn addressed the council and thanked the city for prior support; The Gathering Inn's chief strategy officer described the impact of rehousing services on families.
The council adopted a resolution approving the funding recommendations and authorized the city manager to execute related grant agreements. Councilmembers recorded roll-call votes in favor.
