The San Francisco Historic Preservation Commission voted unanimously on May 21, 2025, to approve a certificate of appropriateness (COA) for work at 1060 Fulton Street in the Alamo Square Historic District.
Planning Department staff member Michelle Taylor described the three-story, two-family Classical Revival building (built 1911) and presented the project scope: interior alterations, horizontal additions at the rear and side elevations, limited changes to non-visible windows, and a roof deck set back from the front building wall. Taylor told the commission that no work is proposed at street-facing elevations and that the department found the proposal consistent with Article 10 of the Planning Code and the Secretary of the Interior's Standards for Rehabilitation. Taylor also read into the record that the department reissued a categorical exemption for the project on May 14, 2025, with the correct approval action.
Project architect Michael Turndrup of AG Studio said the design preserved the front elevation and streetscape views and that the side and rear additions would not extend further into the rear yard than existing conditions. He said the team worked with Planning staff through several rounds of review.
Commissioners asked about enforcement and inspections, utility-meter locations and the status of existing windows. Taylor said the department conducts inspections and enforces deviations from approved plans; she said PG&E meter locations are reviewed during project review and that, in the earlier permit, the applicants discussed window replacement and were advised to perform condition assessments. Taylor said the current application retains existing windows and doors where shown on the plans.
Motion and vote: A motion to approve the COA with conditions was made and seconded (mover and seconder not specified). The motion passed unanimously, recorded 7-0.
