Wayne County commissioners approve range of contracts, repairs and staffing changes

The Wayne County Board of Commissioners approved a series of motions at its June 2 meeting in Jesup covering equipment repairs, facility replacement, intergovernmental agreements, contractor selection and a new county position. Commissioners recorded affirmative votes on each item listed below.

- Pickleball court surfacing: Approved awarding the coating contract to Precision Coatings for $31,250 to resurface four courts using a three-color coating layout described by staff. Motion to award to Precision Coatings carried unanimously. The board discussed warranties (contractor-provided surfacing warranty was one year) and vendor experience; staff said the coating requires dry weather and several days to cure.
- Ogle Thorpe / Pig Farm Landing boat ramp: Approved renewal of the operation and maintenance agreement with the Georgia Department of Natural Resources (standard 25-year-style agreement for state-managed ramps). Commissioners noted the county will continue local grounds upkeep (mowing) while state covers structural maintenance.
- Georgia Department of Corrections work-detail agreement: Approved renewal with an increased annual cost. The county’s prior figure of $98,636 for two prison work-detail crews will be replaced by a proposed amount (staff cited approximately $108,500) to continue use of two crews; commissioners discussed shared use with the city and duties such as culvert clearing and roadside maintenance.
- Mount Pleasant fire station replacement: Approved replacing a collapsed roof building with a steel-structure replacement through the low bidder, North Carolina Carports and Garages, at a total contract figure shown as $19,908.29 (the company erects the building; additional electrical and bathroom work was described separately). The replacement was covered by insurance.
- John Deere dozer engine repair: Approved the lowest bid of $31,537 to remove and repair/recondition the existing engine with a one-year warranty rather than installing a new or remanufactured engine.
- CSRA probation contract extension: Approved a 30-day extension of the county’s contract with the CSRA probation provider to allow transition planning for Wayne County to assume misdemeanor/superior court probation duties effective July 1 if the transition completes on schedule.
- DHS contract with Wayne County Transit: Approved renewal of the grant/contract with the Department of Human Services for transit operations; staff said the document was reviewed by the county attorney and appeared unchanged except for standard dates.
- Administrative assistant for building inspector: Approved creation and filling of an administrative assistant position to formally allocate duties currently split between the assessor’s office and the building inspector (staff estimated roughly 80% of the position’s current workload supports the building inspector). Commissioners said the hire is intended to relieve backlog and support the tax digest process.
How commissioners voted: For most motions the clerk recorded individual “Yes” votes from Commissioner Thomas, Commissioner Gordon, Commissioner McCreary, Commissioner Hopkins and the chair or presiding commissioner; votes on the record were unanimous.
Notes and next steps: Staff said the pickleball coating work will require scheduling around weather and curing time, and the county will install a perimeter fence after surfacing. The Mount Pleasant fire-station replacement requires electrical transfer work and bathroom installation after the steel building is set. The work-detail agreement will continue to be coordinated with the city for shared crews. The CSRA extension will be followed by transition planning for county-managed probation services.
