Yuba City to revise mobile vendor ordinance; code enforcement to cite illegal pop-up restaurants

City planning staff told the planning commission that the city is rewriting its mobile vendor ordinance with assistance from the city attorney and is taking interim enforcement steps against illegal pop-up food operations.
Staff member Libby said many pop-up food operations are set up without permits, food-safety approvals, or business licenses. As an interim measure, code enforcement has been notifying property owners where such activities occur and asking for their cooperation. Libby said code enforcement identified locations, sent letters to property owners, and will return on Friday evening to close operations that do not comply. If the same location was previously notified, property owners will be subject to citation fines, Libby said.
When a commissioner asked whether the enforcement covered small fruit stands, Libby clarified that enforcement targets unpermitted temporary cooking and food-service operations that cannot meet county environmental health requirements.
No ordinance text was presented at the meeting. Staff said a revised mobile vendor ordinance will be prepared with the city attorney and return to the commission when available.
