The Yuba City Council has initiated creation of a downtown overlay district that would prohibit new smoke and vape shops and some retail establishments that sell alcohol for off-site consumption within the downtown Plumas Street business area, planning staff told the planning commission.
Staff member Libby said the proposed overlay would apply roughly from Colusa Avenue or State Highway 20 South to Bridal Street within the downtown business area. Libby said the prohibition would cover new smoke and vape shops and retail stores selling alcohol for off-site consumption and added that, on the technical side, this would involve certain ABC license types. “On the technical side of things, that would be a typed, I think, 20 and 21 ABC license,” Libby said, noting uncertainty about the exact license types.
Libby said staff is preparing the overlay and expects to bring it to the commission for review in the near future. No ordinance text or formal vote was presented at the meeting; the discussion was a staff update on council direction and next steps.
The commission did not act at the meeting; staff said it will return with draft overlay language and a recommendation for commission consideration.
