Councilors voted 5-0 to adopt the annual report and then voted 5-0 to adopt a separate resolution declaring the city's intention to levy and collect assessments for the district. Staff said the declaration starts the notification process required before assessments are levied, including notices in the newspaper and an opportunity for property owners to protest at a subsequent hearing.
