Commission delegates authority to finance officer and manager to approve bond reimbursement resolutions

The Buncombe County Board of Commissioners on May 20 approved a resolution delegating authority to the county finance officer and county manager to approve reimbursement resolutions for capital project pre-construction costs that will later be reimbursed from bond proceeds.

Finance Director Melissa Moore explained the need: certain pre-construction expenditures must be incurred before a project’s formal bond issuance, and IRS rules require a reimbursement resolution to allow the county to reimburse itself once bond proceeds are received. Moore asked for delegated authority so staff can execute reimbursement resolutions efficiently in the interval between project approval and bond closing.

"I'm asking for this resolution to be approved to allow me to move forward this process a little more efficiently to sign off on those reimbursement resolutions to seamlessly move through that process," Moore said, explaining the role of reimbursement resolutions for nonexempt bond proceeds.

Commission action: Vice Chair Moore moved the resolution; Commissioner Sloan seconded. The board voted orally in favor and the motion carried.
