The Josephine County Veterans Service Office reported a strong quarter in financial recoveries but staffing and outreach challenges that have lengthened client wait times.
Director Richard Pickard told commissioners the office reported about $624,000 in retroactive recoveries for the quarter and said annual recurring payments flowing to veterans total approximately $2,500,000 for the awards discussed; historically the county brings substantial compensation and pension dollars into the community. Pickard said the office is operating at about 3.3 full-time equivalents, down 1.5 FTE since early 2023, and that outreach activities have been largely suspended, leading to a roughly 4–6 week appointment delay.
Pickard described efforts to improve productivity, including considering rotating 4x10 schedules that previously allowed staff dedicated time for high-value claim development (appeals that can yield large retroactive awards). He also listed upcoming regional events and encouraged board members to distribute outreach flyers posted by veterans-service partners.
Commissioners thanked the director for the report and discussed staffing coverage for upcoming vacation periods.
