The City of Boulder Beverage Licensing Authority (BLA) conducted a range of licensing actions during its May 21 virtual meeting, approving minutes, continuing hearings, accepting a stipulation in one disciplinary matter and imposing a short suspension in another. The board also approved a new brewpub license application.
Minutes and continuances The authority approved minutes from the April 16, 2025 meeting without amendment. The board voted unanimously to continue the renewal hearing for Natural Grocers (agenda item listed as Vitamin Cottage/Natural Grocers) to next month.
Stipulation accepted — Mojo Taqueria The board accepted a stipulation in the show-cause hearing for Mojo Kitchen LLC, doing business as Mojo Taqueria (2785 Iris Avenue). The licensee appeared pro se; the stipulation was presented and accepted by majority vote. The record shows the board accepted the stipulation; no additional suspension or fine was announced at the hearing.
Sanction imposed — Pekish (Wheeler Restaurant Properties LLC) After a show-cause hearing for Wheeler Restaurant Properties LLC, dba Pekish (1320 College Avenue), the authority found the licensee had conceded the violation and imposed disciplinary terms. The board voted to impose a two-day served suspension of the license and to place an additional 10 days in abeyance (i.e., held in reserve and activated on reoffense). The authority set the served suspension dates for May 28 and May 29, 2025.
Continuance — El Taco Imperial El Taco Imperial (Deltek's PA, LLC) did not appear at the hearing. The BLA found that city staff had provided adequate notice (certified mail and other outreach) but, given the licensee’s representation that a genuine emergency prevented attendance and the city's recommendation, the board granted a continuance to the next monthly hearing. The prosecution indicated it would not object to a continuance this month but warned it would object if the licensee again failed to appear next month.
New license approved — Twisted Pine Brewing Company (Timberline) The authority approved an application filed March 27, 2025, by Twisted Pine Brewing Company, dba Timberline Brewing, for a new brewpub-type liquor license at 3201 Walnut St., Unit A. Owners on record: Robert (Bob) Bail (42%, proposed registered manager), William Marshall (53%) and John Lund (5%). A petition survey conducted by Oedipus Petitioning showed strong neighborhood support: of 194 contacts who participated, 126 signatures favored issuance (104 businesses, 22 residents); one business opposed and one signature was later deleted as illegible. The vote to approve the new license was unanimous.
Boundary settings and administrative notes The board approved suggested license-area boundaries for proposed licenses at Cura Sushi (1855 20th St., Unit 1152) and for LTF Club Operations Co. (Lifetime Fitness) at 1821 30th St., using Bluff Street extended (north), Colorado Avenue (south), Foothills Parkway (east) and 20th Street (west) as the boundary rectangle. Licensing staff noted a separate pending transfer for Degavi that will not be handled administratively and will be brought before the BLA next month.
Procedure notes The board recessed briefly during deliberations to review a late-submitted packet of mitigating factors for a licensee. Several motions were unanimous on voice votes. The meeting adjourned at 5:16 p.m.
