Summary

Two nuisance-abatement items were addressed May 20: an appeal to remove a property at 32431 from demolition-abatement proceedings, and a separate appeal concerning 75844 Chalmers. Council voted to remove 32431 from the abatement process after an inspection showed the interior and exterior were substantially rehabilitated and permits were in place or in progress; the owner plans to sell the home as owner-occupied.
The second property, 75844 Chalmers, was removed from the table, discussed and then re-tabled for a date-certain review. Building department staff reported that the property had been locked out for initial inspections in November 2024, had one initial inspection in December 2024, and no subsequent permits or progress were on record. The owner, Sal Bizy, told council he purchased the home in September 2024 and cited winter conditions, labor delays and personal circumstances for the slow progress; he said he planned to apply for electrical and building permits. Council moved to table the Chalmers matter to Tuesday, August 12, 2025, and Mr. Bizy accepted the date and committed to working with inspectors and providing a progress report.
Why it matters Nuisance-abatement proceedings can result in city-ordered demolition if repairs do not proceed. The council’s actions preserved a rehabilitated property from demolition and gave an owner more time to comply on the other property.
Council action details - 32431: Building staff inspected and reported the interior was near completion with new kitchen, bathroom, floors, roof and approved rough inspections; council voted to remove the property from the nuisance-abatement process. - 75844 Chalmers: No recent permits or inspections after December 2024; owner present, acknowledged delays and agreed to seek permits; council tabled the demolition appeal to a date-certain (Aug. 12) for staff to report on progress.
