Midvale City Council on Tuesday unanimously approved Resolution 2025 R-30, authorizing the mayor to execute an access agreement with 2 Row Brewing LLC to operate a temporary beer garden on the City Hall south plaza during Mural Fest and related events.
The agreement covers use of the newly activated Food Truck Plaza and adjacent City Hall plaza for a licensed beer garden, including insurance and event requirements tied to the sale of alcoholic beverages. Aubrey, a city events staff member, said the organizers have met city and state single-event licensing and insurance requirements and that the site will include managed seating, yard games and a family-friendly area in which only those 21 and older will be wristbanded for alcohol.
Nate, the city’s mural festival coordinator, described the mural festival program tied to the beer garden: multiple national and international artists, food trucks at the Food Truck Plaza, a beer garden run by 2 Row Brewing and a mayor-led “arts walk” June 5 with free ice cream at the end. City and event staff said Main Street will be closed for the festival, there will be additional vendor booths and the city has arranged overflow parking.
Councilmember motioned to “suspend the rules and approve Resolution 2025 R-30” and the council voted unanimously to adopt the resolution. There were no public comments on the access agreement during the action item.
The access agreement is limited to the days and times specified for the festival and carries standard single-event conditions, including responsibility for compliance with Department of Alcoholic Beverage Services requirements and city insurance limits. Staff indicated the mural itself will be accessible to all ages; only alcohol consumption will require wristbands and age checks.
The council’s approval allows event organizers to proceed with final event preparation, marketing and coordination with police, public works and the Department of Alcoholic Beverage Services.
Planning and permitting documents required by the resolution remain with city staff for implementation ahead of the festival.
