County staff described the project as part of the Washington State Department of Transportation Safe Routes to Schools program and said the work will install about one‑third of a mile of sidewalk and a bicycle lane on Abernathy between Pleasant Glade Elementary School and 15th Avenue, add street lighting, school flashers, stormwater management, and improved ADA sidewalk ramps. Staff stated a Safe Routes to Schools grant will fund 90 percent of the $963,246.39 cost and that the remaining 10 percent will come from the County Road Fund.
The contract award authorizes the director of Public Works to execute the contract and to approve change orders only for unforeseen conditions, up to 10 percent contingency ($96,325), for an aggregate not‑to‑exceed of $1,059,571. The motion passed by voice vote with no recorded opposition.
