Council tables Wildflower Village Plan 9 residential application amid open-space and amenity questions

The Saratoga Springs City Council tabled consideration of Wildflower Village Plan 9 (a combined Village Plans 9 and 10) after public commenters and some council members raised concerns about unfinished community amenities and the developer’s absence from the meeting.

Staff described the plan as consistent with the community plan and noted the proposal includes 1,022 residential ERUs across 311 acres with roughly 110 acres of open space and a mix of single-family lots and townhomes. Staff also noted transfers of ERUs tied to prior agreements and the city cemetery site; type 4 multifamily units were presented as townhomes, not apartments.

Residents and at least one council member urged that existing open-space amenities in earlier Wildflower phases — including a lake, pickleball courts and a dog park — had not been completed to the neighborhood’s expectations and that HOA members were telling residents the city had delayed openings. Staff and an engineer in the meeting said Lennar had recently taken over applications and that progress had been made; council members said they preferred to have the applicant attend to answer detailed questions and to demonstrate readiness to fulfill outstanding amenities before approving another major village plan.

The council voted to table the item to a future meeting so the applicant could be present and so staff could provide additional information about open-space completion and timing.
