Darien policy subcommittee forwards school-climate policy updates to full board

May 20, 2025 — The Darien Board of Education Policy Subcommittee agreed Tuesday to forward proposed revisions to the district's student conduct and school-climate policies to the full Board of Education for consideration.

The subcommittee's review followed recent state law changes that replace the district's previous bullying policy with a new school-climate framework. A staff member said the Connecticut Association of Boards of Education (CABE) has developed a model policy that boards are required to adopt, and that district policy language was vetted with legal counsel and clinicians before being included in the packet.

The change matters because it implements a statutory shift in how schools define and address bullying and school climate. Subcommittee members said the packet reflects mandatory statutory language and fills gaps left by the statute with procedures developed by the law firm Shipman & Goodwin. Shipman & Goodwin will provide training on the new regulations for district administrators at a retreat in June, the staff member said.

Discussion at the roughly four-minute special meeting focused on technical and implementation questions rather than policy direction. Committee members asked whether notification timelines referenced in the draft regulations mean "school days" and how members of school-climate committees would be selected. A staff member noted the statute's language about including "students, families and community members" and described the selection of student participants as "developmentally appropriate." The subcommittee did not resolve those mechanics at the meeting and said the June training would address procedural details.

Subcommittee members also asked about policy 5175, which staff noted currently lacks a CABE model. The staff member said CABE provides the model policy boards must adopt and that Shipman & Goodwin supplied additional regulatory language to fill in procedural details where CABE's model did not specify them.

With no public comment or formal roll-call vote recorded, the subcommittee chair signaled consensus to move the packet to the full board for a first reading. Minutes will show the items forwarded for consideration; the subcommittee did not take a formal vote or adopt any policy at Tuesday's meeting.

Next steps: the packet will go to the full Board of Education for review. Staff will deliver administrator training at the June retreat and return to the board with any clarifications stemming from that training.
