Hooper City Council adopts tentative FY2025-26 budget after amendment; public hearing set for June

The Hooper City Council adopted a tentative fiscal year 2025-26 budget on May 15 after amending the draft to return council, executive and planning commission line-item amounts to previously discussed levels.
The budget process drew extended discussion at the meeting. Several council members criticized the pace and process of recent staffing and contracting decisions, saying those choices materially affected the city's fiscal trajectory. Staff described months of budget-work sessions and told council the tentative budget must be adopted so the city can post it for the required public-inspection period and schedule a public hearing ahead of final adoption.
Council first voted on a motion to adopt the tentative budget as presented; that roll-call vote produced a split result (as recorded in the meeting): Council Member Flowers voted no; Council Member Teal yes; Council Member Northrop yes; Council Member Wilcox no; Council Member Maragoni no. The motion did not carry to the council's satisfaction.
A subsequent motion to adopt the tentative budget with an amendment returning the city-council, executive and planning-commission allocations to their prior amounts was made by Council Member Maragoni and seconded by Council Member Northrop. The roll-call on that motion recorded votes as follows: Maragoni Aye; Wilcox Aye; Northrop Aye; Hill Aye; Bowers Nay. That motion passed and the tentative budget was adopted for posting.
Staff said the tentative budget will be posted to the city website to allow public inspection and comment. The council set a public-hearing notice schedule; staff indicated a public-notice date of June 5 and a final-adoption meeting scheduled for June 17, 2025. Staff warned that if any material changes are later proposed, the council will need to publish appropriate public notices and may amend the budget before final adoption.
Ending: councilmembers who objected to aspects of the budget were advised they may propose amendments in advance of the final hearing; staff committed to provide answers to specific budget-line questions before a follow-up budget session on May 22 to accommodate members who requested additional detail.
