Delhi Township trustees voted on a series of routine and emergency items during their Oct. 8 meeting, including appropriation amendments, hiring decisions, nuisance abatement resolutions and the setting of a public hearing on a zoning map amendment.
Key votes recorded at the meeting (all motions passed by the trustees present unless otherwise noted):
- Resolution 2025‑193: Amended appropriations to adjust the township’s TIF payment to schools and to update appropriations for Delhi Township Services operations. Motion introduced and moved by Fiscal Officer James J. Luby; trustees dispensed with the second reading and adopted the resolution. Roll-call in favor: Mister Davis; Mister Sturtz; Missus Seavey.
- Resolution 2025‑194: Authorized the township administrator to spend greater than $10,000 in FY2025 on behalf of the township, declared an emergency and dispensed with the second reading. Administrator Miller explained the authority is needed to purchase a planned fire-department training simulator and to front costs for an Assistance to Firefighters Grant (AFG/FEMA) that will reimburse approximately 90% of eligible expenses. Motion introduced by Fiscal Officer Luby; roll-call in favor: Mister Davis; Mister Sturtz; Missus Seavey.
- Motion to accept voluntary resignation of part‑time firefighter EMT Joseph P. Smith, effective Oct. 10, 2025. Motion moved and seconded; vote in favor recorded as “Yes.”
- Hires: Motion to approve hiring Katie L. Lipola as event attendant and motion to approve hiring Steven L. Howe as event attendant, each at $15 per hour and each conditioned on a voice stress analyzer test, preemployment drug test and background check, effective Oct. 8, 2025. Both motions approved.
- Zoning: Motion to set a public hearing for Oct. 29, 2025, to consider the Delhi Township Zoning Commission’s recommendation on a map amendment to rezone 415 Greenwell Ave. and 423 Greenwell Ave. in the Delhi Business Corridor to F Industrial. Motion approved.
- Nuisance resolutions: The trustees introduced and adopted a series of resolutions declaring nuisances for excessive vegetation or accumulated debris at the following addresses and dispensed with second readings (each resolution was presented as an emergency): - Resolution 2025‑195: 1204 Cove Dale Avenue - Resolution 2025‑196: 4651 Shady Lawn Terrace - Resolution 2025‑197: 416 Greenwell Avenue (vegetation) - Resolution 2025‑198: 416 Greenwell Avenue (accumulated debris) - Resolution 2025‑199: 5201 Andy Court - Resolution 2025‑200: 289 Francis Ridge Drive - Resolution 2025‑201: 5037 Chantilly Drive
Trustees and staff noted that many of the nuisance matters involved vegetation or debris at vacant or poorly maintained properties and that homeowners or responsible parties will be notified under the township’s nuisance process. Director Roach offered to provide property‑ownership details on request to trustees.
Other routine motions approved by voice vote included approval of the minutes from the Sept. 24, 2025 meeting (Trustee Davis abstained from that approval because he was not present at the earlier meeting), approval of overtime for the pay period ending Sept. 30, 2025, and approval of bills for payment.
All recorded roll-call votes listed in the minutes show the three trustees present supporting the measures (Mister Davis; Mister Sturtz; Missus Seavey).
