Blaine council approves multiple development, parks and traffic items in one session

At its Monday meeting the Blaine City Council approved a package of development and administrative actions, including preliminary plats, conditional use permits, park design work and traffic signage.

Development approvals: The council approved a one‑year extension of the conditional use permit for Boulder Villas (11 single‑family lots) because the applicant is coordinating mitigation for a rare plant species; staff recommended approval with conditions. Floodplain planning grant: Planning staff presented a proposed $50,000 Metropolitan Council Partnership Development Grant application to fund floodplain policy planning, evacuation and education materials for Park of 4 Seasons and a portion of Blaine International Village. Staff said roughly 150 homes are located within the floodplain and about 100 additional homes have isolated access in flood events; the work would include ordinance amendments, a flood warning and evacuation plan required by DNR, and outreach materials.
